Interim Medical Center Director
Mr. Zachary Sage, MHA, was appointed Interim Medical Center Director of the Amarillo VA Healthcare System (AVAHCS), in Amarillo, Texas, effective September 9, 2019. The AVAHCS serves Veterans across the Texas and Oklahoma Panhandles, Eastern New Mexico, and Southwest Kansas. In addition to the main medical campus (Thomas E. Creek VA Medical Center) in Amarillo, Mr. Sage oversees daily health operations for VA Community-Based Outpatient Clinics located in Lubbock, Dalhart and Childress, as well as Clovis, New Mexico. Prior to his appointment as Interim Director, he served as the Associate Director of Overton Brooks VA Medical Center (OBVAMC) in Shreveport, Louisiana. Mr. Sage previously served as the Associate Director for the VA Texas Valley Coastal Bend Health Care System. Mr. Sage joined the VA in 2007 through the Student Career Exploration Program as a Medical Support Assistant at the Lexington VA Medical Center in Kentucky. He continued his career as an Administrative Fellow at the Michael E. DeBakey VA Medical Center in Houston, Texas. Upon completion of his Fellowship, Mr. Sage continued serving at the Michael E. DeBakey VA Medical Center as a Supply Systems Analyst for the Logistics Management Service, and then as Administrative Officer of the Diagnostic and Therapeutic Care Line. Mr. Sage also served as the Health Systems Specialist to the Associate Director at the Robley Rex VA Medical Center in Louisville, Kentucky. Mr. Sage earned his Master of Health Administration from the University of Kentucky in 2009. He completed a Bachelor of Arts in Secondary Science Education from the University of Kentucky in 2007. Mr. Sage is a member of the American College of Healthcare Executives (ACHE).

Chief of Staff
Dr. Moawad is a board certified primary care physician, he is a diplomate of the AOBFP, He is also a Clinical Assistant Professor of Family Medicine with TTUHSC. Prior to his current assignment as Amarillo VAHCS Chief of Staff, Dr. Moawad served as Amarillo VAHCS Associate Chief of Staff of Ambulatory Care Service Line. As the Chief of Primary Care, he worked with Senior Leadership and other stake holders to improve veterans access to care in primary care services across the facility, and as a result the facility has achieved a significantly greater veterans access to care in Primary Care. Prior to that Dr. Moawad served as the Chief Medical Officer of Lubbock VA Multispecialty Clinic in Lubbock, TX. Before he started his VA Career, Dr. Moawad had his Primary care Private practice for several years. Dr. Moawad was selected and is enrolled in 2018 Health Care Leadership Development Program with VHA Healthcare Leadership Talent Institute. Dr. Moawad is honored to currently serve on the national level as the Physician Liaison on VHA Risk Management Advisory Council Charter. He also serves nationally as the physician advisor for VHA Risk Management Boot Camp for Physician leaders.

Louise Osteen was appointed as Nurse Executive for the Amarillo VA Health Care System on October 11, 2009. Mrs. Osteen was associated with Northwest Texas Healthcare System in Amarillo, Texas since her graduation from the West Texas State University with a Bachelor's Degree in Nursing Science. During her tenure she served in many capacities related to Medical Surgical nursing including: Staff Nurse, Charge Nurse, Head Nurse, Nurse Educator, and Department Director. In addition at various points in her long tenure she supervised the Pediatric Unit, Pediatric Intensive Care Unit, Oncology inpatient and outpatient, Skilled Nursing Unit, and a variety of specialty work groups. Mrs. Osteen furthered her expertise as the Patient Systems Coordinator for the first automated order entry and results computer system implemented at NWTHS. Her initial experience as a Medical/Surgical educator led to a position managing the Center for Nursing Development. Mrs. Osteen received a Master's Degree in Nursing with a focus on leadership and management from Walden University in 2007. Following degree completion, she assumed responsibility for the Quality Management department at NWTHS. As a life-long resident of Amarillo, Texas, Mrs. Osteen is committed to sustaining the high level of care provided to the Veterans of this community.
